Mt. Pleasant recognized for its strategic planning

When the Mt. Pleasant Fire Department made the decision to implement a new strategic plan to improve services, the department called in representatives from all levels of local government in an effort to work together to achieve the same goal.

In recognition of the efforts of the 16-member department, the Tennessee Municipal League presented Mt. Pleasant with the League’s Strategic Planning Excellence Award.

The award was presented Tuesday at the 81st annual conference of the Tennessee Municipal League held at the Chattanooga Convention Center.

Each year, the Tennessee Municipal League honors cities statewide for their overall excellence, improvement, specific outstanding programs, or departmental accomplishments.

“The strategic plan achieves our mission, creates real meaning for stakeholders and creates public value, said MPFD chief Phillip Grooms. “He puts the plan in place and allows us to go through with it. We looked at our strengths and weaknesses to make sure we could plan ahead. “

The new plan revised the department’s mission and core values ​​and established a new roadmap to ensure the department and elected leaders stay on track with all of the community’s needs.

The planning process was conducted with the intention of being citizen-centric, and the fire department turned to the University of Tennessee’s municipal technical advisory service for help in developing a plan.

In addition to bringing in MTAS, Grooms recruited city officials outside of the fire department to help with the strategic planning process. The General Manager, Code Manager, CFO, Human Resources Department as well as the Fire Department Management Team and several members of the Department have come together to form the new Strategic Planning Team.

Grooms thanked Steve Cross, MTAS Fire Department consultant, for his expertise in helping the department achieve its goals.

“This could not have been accomplished without the membership of our City Manager, Kate Collier and our City Commission, and for their support, I am grateful,” said Grooms.

Internal and external customer satisfaction and service surveys were used and the collected data was presented during a three-day strategic planning workshop.

During this workshop, the team identified the perceived challenges, values, vision, core issues and support services of the ministry.

The result was a new vision statement for the ministry as well as a plan to focus further education efforts and accomplishments for the ministry.

“I couldn’t be more proud of Philip and his entire group,” said Bill White, Mayor of Mt. Pleasant. “The award is an honor for their hard work. We are very lucky for the fire department. We have worked very closely at the commission level, and it has been exceptional work.

As a result of this process, members of the fire service obtained university degrees, achieved national certification standards equal to or above their rank and responsibility, and led to the merger of some positions into a unified service. which will improve efficiency and customer service.

“As a commission, we’ve worked really hard to make sure we work together with a plan to get us where we need to go, especially with school infrastructure and growth,” White said.

The roadmap includes the local government’s initiative to merge its building codes department and fire inspection offices into one office to maximize efficiency.

The fire department also plans to build a new fire station on Bond Street and open a new permanent facility for the codes department.

The department’s current objectives should be achieved by January 2024.
